Whether it be the doomsday cult Aum Shinrikyo or radical environmentalist group RISE, terror groups have historically attempted to deploy biological weapons against populations. Despite the grave difficulties of such an operation, has the environment of the Covid-19 pandemic made risks of another group successfully deploying enhanced pathogens for terror purposes? Though still unlikely, the pandemic has renewed fears of biological weapons of terror, and an interest in countering them.
